Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Right now the API is the first thing to stop and last thing to start. This creates an uncomfortably long window while the API isn't running. Since, by default, it only depends on the floating IPs, make its transition happen closer to there on both sides.
