Bridged networks are being created on cluster vLAN #64

The current set up results in nested vLANs if the "cluster" network device is a vLAN. Fix this so that there is a dedicated underlying bridge NIC.

I don't like the hack of this, but I dislike trying to automagically figure this out, and giving the administrator some flexibility here is nice.
